He said afterward, according to ESPN, &#8220;This is horrible. This can never happen again. No one was injured. Just a few days before that, a <a target=\"_blank\" rel=\"nofollow\" href=\"http:\/\/www.npr.org\/sections\/thetwo-way\/2015\/09\/04\/437539727\/drone-crash-at-u-s-open-new-york-city-teacher-arrested\">New York City teacher was arrested<\/a> for flying a drone into a stadium during a tennis match at the U.S. Open.<\/p>\n<p>While those incidents were ultimately harmless, drone usage is becoming increasingly problematic. Last year a drone incident <a target=\"_blank\" rel=\"nofollow\" href=\"http:\/\/www.nytimes.com\/2014\/10\/15\/world\/europe\/soccer-match-in-serbia-erupts-in-riot-set-off-by-drone.html?_r=0\">sparked a riot at a soccer game between Serbia and Albania.<\/a> In that instance, a drone carrying an Albanian nationalist banner landed on the field, fanning ethnic and nationalist tensions and provoking a fight between both the players and people in the stands.<\/p>\n<p>And incidents are not limited to sporting events. As <a target=\"_blank\" rel=\"nofollow\" href=\"http:\/\/www.npr.org\/sections\/thetwo-way\/2015\/12\/11\/459366656\/new-drone-study-finds-327-close-encounters-with-manned-aircraft\">NPR reported earlier this month<\/a>, a new study showed there were more than 300 incidents of &#8220;close encounters&#8221; between drones and manned aircraft in U.S. airspace in less than two years.<\/p>\n<p>The Federal Aviation Administration has grappled with how to regulate drones. It has a <a target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/www.faa.gov\/uas\/\">series of rules<\/a> based on whether the drone is for governmental, civil or recreational use.<\/p>\n<p>Under the governmental use umbrella, law enforcement agencies are allowed to employ drones. This year, North Dakota became the first state to legalize armed drone use by police. As <a target=\"_blank\" rel=\"nofollow\" href=\"http:\/\/www.npr.org\/sections\/thetwo-way\/2015\/08\/27\/435301160\/north-dakota-legalizes-armed-police-drones\">NPR reported at the time<\/a>, the drones can be equipped with tear gas, rubber bullets, beanbags, pepper spray and Tasers.
