Republican-backed <\/span>policies<\/span> for a constitutional amendment <\/span>demanding<\/span> a balanced <\/span>spending budget<\/span> and set spending caps sound <\/span>good<\/span> <\/span>in the realm<\/span> of political rhetoric, but in the real world their <\/span>results<\/span> <\/span>likely<\/span> would fall short of expectations.<\/span><\/p>\n

\"\"<\/a>Placing caps on spending isn’t<\/span> new. <\/span>Actually<\/span>, a cap on the <\/span>amount<\/span> that the government pays to <\/span>physicians<\/span> for Medicaid has been in place for <\/span>years<\/span> as a way to <\/span>manage<\/span> health care <\/span>expenditures<\/span>.<\/span><\/p>\n

Recently<\/span>, the Republican-backed legislation <\/span>put forward proposes<\/span> spending caps that <\/span>limit<\/span> government spending to a smaller percentage of <\/span>the overall<\/span> economy over the next <\/span>ten<\/span> years. <\/span>In the<\/span> proposal, if the cap was exceeded, spending would <\/span>automatically<\/span> be cut.<\/span><\/p>\n

The philosophy behind the idea<\/span> is sound, <\/span>however it<\/span> <\/span>does not<\/span> take into consideration members of Congress who <\/span>don’t<\/span> want to alienate their base and will <\/span>look for<\/span> ways to get around cuts <\/span>that might<\/span> hurt their constituents, just as <\/span>they’ve<\/span> done with the Medicaid cap.<\/span><\/p>\n
