Neal argues that Congress, and his committee in particular, need to conduct oversight of the IRS, including its policy of auditing the tax returns of sitting presidents.<\/p>\n<p><!-- END ID=\"RES709679053\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>&#8220;We have completed the necessary groundwork for a request of this magnitude and I am certain we are within our legitimate legislative, legal, and oversight rights,&#8221; he said in a statement about the request.<\/p>\n<p>Neal said the action was about &#8220;policy, not politics.&#8221;<\/p>\n<p>&#8220;My actions reflect an abiding reverence for our democracy and our institutions, and are in no way based on emotion of the moment or partisanship,&#8221; he said.<\/p>\n<p>In <a target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/waysandmeans.house.gov\/sites\/democrats.waysandmeans.house.gov\/files\/documents\/Neal%20Letter%20to%20Rettig%20(signed)%20-%202019.04.03.pdf\">his letter to IRS Commissioner Charles Rettig<\/a>, Neal asked for the information by April 10.<\/p>\n<aside>\n<div><\/div>\n<\/aside>\n<p><!-- END ID=\"RES709679159\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>Trump has been unique compared with recent presidents in his refusal to release his personal tax returns. It has rarely been invoked, University of Virginia law professor George Yin <a target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/www.npr.org\/2018\/10\/11\/656610711\/congress-really-can-demand-and-get-trumps-tax-returns-here-s-how\">told NPR in October 2018<\/a>.
