Inspired by an email on March 2, 2011, from a grassroots small business owner, Jean Hawkins of Elk Grove, who said, sending out these forms to all business owners that she does business with will place a tremendous burden on her resources, which is completely unrelated to her business and it\u2019s productivity.<\/p>\n<p>On March 3rd the resolution to repeal was moved forward by House Speaker John Boehner as H.
